Education (MOE) has initiated the ‘The Research and EducationAdvancement Project’ (REAP) to assure both quantity and quality of the manpower can meet theneeds. The major goal is to re-arrange the educational resources in such a way that they can bemore efficiently used while the quality of graduates can be further raised. Firstly, several so-called the “strategic industries” are identified depending on the country’s economy plans. In themean time, the programs that matching with those strategic industries are initiated one afteranother by MOE. country.Following a rigorous preparation program in the US, students use their technical, language, andcross-cultural skills in a capstone co-op assignment abroad. The combination of skills acquiredthrough the professional practice and language/culture programs creates a structure whichattracts highly-motivated students, and allows them to succeed in an international workenvironment1.About ten percent of all engineering students (over 200 to date) participate in the ICP. observation is notsurprising; most of these students have not been exposed to the senior capstone experience,which is where project management is usually presented in the Penn State curriculum. This lackof project management exposure is supported by data provided by alumni, and is the primaryimpetus for the creation of this course.The second reason why students enjoyed the course was because most of the activities wereoffered in a hands-on, interactive manner.
