The owner of aprescriptive need is not the person or persons who would be required to change attitudes orbehaviours. A motivational need is when the owner of the discrepancy perceives the need. Forexample, a TC mandatory safety course is a prescriptive need, whereas a voluntary course onvessel stability reflects a motivational need.
