At thebeginning of the Strategic Plan’s implementation, ‘best practices’ as a term was ubiquitous likelydue to its use in a range of spaces such as education, research, business, industry, and publicpolicy. Furthermore, IWGs needed a way to describe the various development stages that a givenpractice may be in so that entities could use recommended practices appropriately.
