The former is heavy on engineering design with a blind eye to the reality ofthe civic society and the latter heavy on policy with overview of engineering design. There isroom for cross pollination and in this paper, we identify stakeholder analysis as the first SEprocess or tool and examine it with a decolonization lens. The goal of this paper is examinationand recommendation and not definitive statement.
