higher learning in Malaysia. Since most trainers from UTM consists ofthose from Science, Technology, Engineering and Mathematics (STEM) related areas, the supportprovided through AKEPT was valuable because training sessions with the experts strengthened andverified their understanding, increasing the confidence of the trainers and opened up a wider avenue forwith trainers from Malaysian institute of higher learning, creating collaborative efforts to provide qualitytraining to academic staff. One goal of this research was to re-testthe original hypothesis2,3,4,5 that deep understanding was beyond the scope of undergraduatelearners. To test this hypothesis, students enrolled in introductory Mechanics at one of the bestengineering institutes in India, the Indian Institute of Technology at Kharagpur (IIT-KGP), weretested using standard textbook problems. An Indian Institute of Technology was selectedbecause of the reputation these schools have for providing world-class training. For comparison, the problem solving ability of the IIT-KGP students was compared to data from a U.S. researchuniversity, Texas Tech University (TTU), and to a less-renowned (compared to IIT-KGP) butwell-regarded engineering institute in India, Manipal

EngineeringThe SEU School of Electronic Science and Engineering was founded in 1961as the ElectronicEngineering Department. Now it consists of five professional research centers including theNational AISC Design Engineering Center, MEMS Key Lab of Chinese Ministry of Education,Display Technology Engineering Center, etc. There are about 90 faculty members with 32professors and 27 associate professors. There are about 550 undergraduate students and about650 graduate students in this School. The major of Electronic Science and Engineering isregarded as one of the best majors at SEU and was ranked No.6 among all Chinese universitiesin 2007. It is a popular major with the enrollment of first year students in this major higher thanthe average for SEU. Also

They are also considered to have the best engineeringprograms in India.Participants in the U.S. and India were recruited through undergraduate engineering courses withthe prior permission of the instructor. Students completed a consent form and were assured thattheir responses were confidential and would not affect their course grades. Questions andresponses were presented in a paper-and-pencil format. Results and DiscussionThe data revealed that U.S. students significantly exceeded Indian students in homework timeand time solving textbook problems, contrary
