scientists and engineer gave rise to policy initiatives to increase the numberof women in science and engineering. Their review of the literature suggested that the persistentunder representation of women in the fields of science and engineering was in part due tomindset of education and public policy. Recent data from the National Science Foundationshows that the number of S&E bachelor's degrees awarded to women has increased every yearsince 1966 (excluding 1988), reaching 227,813 in 2004. to give a more mature group of students,independent research experience coupled with critical thinking, teamwork, andan extensive development of communication skills. Undergraduate research at NJIT has been an integral part of thecurriculum since the 1960’s. In recent years, two other research programs havebeen made available to the students and in some cases grant curriculum credit.These programs are the URE (1990) and the McNair (1999) programs, which aredesigned to recruit qualified students from underrepresented groups andintroduce them to the challenges associated with research. for improvingthe situation institution were explored.CURRENT STATE OF ENROLLMENT Available data describing the enrollment of women in civil engineering (and similarly named)departments nationally were compiled. Table 1 lists the nationwide percentage of women graduating witha B.S. in Civil Engineering over a period of years. The percentage of women steadily rose during the1980's and 1990's, but has stabilized in the most recent decade at about 20 to 22 percent. For comparison,the 2004 national average for women graduating with engineering B.S. degrees for all engineeringdisciplines, which was 20.3 percent (Gibbons, 2004). Figure 1 shows the percentages of women in the 2005 B.S. classes in Civil Engineering for 233programs

Rogers of the Rose-Hulman Institute of Technology has performed a lot of research inassessment. In her presentation on portfolios, she states the need to know the “importance of clearunderstanding of outcomes desired from portfolio use” are a “clear purpose” and the portfolio’s designshould be “driven by [a] desired outcome and skills to be assessed.” Rogers says portfolios serve as“growth model[s]”, “showcase[s]”, and “hybrid[s].” For the assessment of the portfolio, Rogers suggestsusing scoring rubrics that are “linked to performance criteria”, “known to [the] students”, and have“scales consistent with [the] purpose of assessment.” Rogers warns that the primary focus of the portfoliois not the portfolio itself but is “teaching and learning
