There are approximately 2,100 Compliance Officers; eachCompliance Officer conducts inspections for 59,000 workers. Moreover, there are more than 8million worksites around the nation, employing a total of 130 million workers. Therefore, thetask of ensuring compliance across all worksites is the responsibility of all stake holders in theconstruction process [4]. From 1992 to 2010, the Center for Construction Research and Training calculated thedeaths associated with falls to total 6,858, which equates to around 360 deaths annually.
