Government put forward a nationwide program knownas “A plan for Education and Training Outstanding Engineers (PETOE).” The goal ofthis engineering-focused higher education reform is to improve students’ socialresponsibility in terms of serving the nation, courage to explore creative ideas, andpractical ability to solve problems2.
