Cotter, Union College Shane Cotter is an Assistant Professor in the Department of Electrical and Computer Engineering at Union College. He received his undergraduate degree (with first class honors) from University College Dublin in 1994. He received the M.S. and Ph.D. degrees in Electrical Engineering with an emphasis on Digital Signal Processing from the Univerity of California at San Diego in 1998 and 2001 respectively.
