began.The effect of financial factors on major choice is not as clear as the effect on student migration.Specifically, inconsistent results have been found regarding the effect of merit-basedscholarships on students choosing engineering-related majors. Using student-level data inKentucky, Delaney20 found that students were more likely to major in science, technology,engineering, and mathematics (STEM) after the adoption of merit-based scholarship. In contrast,Hu21 revealed a significant drop in the percentage of STEM students since Florida initiated theBright Futures merit-based scholarship.
