Although some commercialoperators have already demonstrated completely autonomous UAV operations, in rural settings,this may represent too much of a jump in the operational use of technology in urban areas withoutfirst proving their safety and reliability. This paper proposes a gradual, controlled evolution ofUAV operations beyond line-of-sight by applying risk management principles, to assess proposedrisk mitigation procedures that are designed to provide an equivalent level of safety. One of thebenefits of assessing the feasibility and safety of UAV operations in interim, semi-autonomousphases is that a plan can be developed to serve as a blueprint for progressively integrating UAVcommercial deliveries in urban areas.
