Stephen Zilora is an Associate Professor and Chair of he Information Sciences and Technologies Department at Rochester Institute of Technology. For nearly 15 years he has been researching and teaching software application technologies and development processes, areas in which he also has over 20 years of industry experience.
A Mature Approach to Assessment Educators tend to focus on teaching rather than student learning. This is not surprising sinceeducators are typically evaluated based on their “teaching” skills. Such evaluations may includea determination of their organizational skills, their clarity of delivery, and their fair and timelygrading of student work. As such, assessment of student learning outcomes is perceived asadditional work not directly related to their craft. It is viewed as an occasional exercise requiredto meet the demands of program accreditors.This attitude parallels that of software developers who focus on their technical skills and abilityto write code rather than the larger issues of the software development process and the goals ofdelivering a software project on time and on budget and on spec. The Capability Maturity Model(CMM) has been adopted by many software organizations as a framework to help changeattitudes and improve the software development process. The CMM identifies 5 levels ofmaturity ranging from Initial to Optimizing and, within these levels, Key Process Areas. Takenas a whole, the CMM provides a framework for an organization to determine and improve itsapproach to the software development process.In this paper we examine the CMM in detail and then propose a parallel framework that can beapplied to the assessment process. This resulting CMM for Assessment framework can help anorganization embrace the assessment process and infuse assessment into the organization’sculture.
