Michael K. J. Milligan P.E. ABET

Dr. Michael Milligan is executive director of ABET, the worldwide leader in assuring quality and stimulating innovation in applied science, computing, engineering, and engineering technology education. Prior to joining ABET, Dr. Milligan worked in environmental satellite program development at the Aerospace Corporation and also served 24 years as a career U.S. Air Force officer where he managed international research portfolios in Europe, the former Soviet Union, the Middle East, and Africa visiting universities and research institutes in more than 30 countries. Dr. Milligan also served six years as an associate professor, and deputy department head, in the Department of Electrical and Computer Engineering at the U.S. Air Force Academy. He earned a Ph.D. from the University of Texas at Austin, an M.S.E. from the University of Massachusetts at Lowell, and a B.S. from Michigan State University - all in electrical engineering. He also earned an M.B.A. from Western New England College, Springfield, Massachusetts.

Daniela Iacona ABET

Ms. Daniela Iacona is manager - International Relations at ABET, the recognized accreditor of degree granting academic programs in applied science, computing, engineering, and engineering technology worldwide. Ms. Iacona has been employed at ABET for eight years in a number of capacities. Currently, she oversees ABET’s engagement in its various mutual recognition agreements, memoranda of understanding, and its relationships with organizations outside the U.S. She also manages the implementation of ABET’s global operations plan. Ms. Iacona earned her baccalaureate in International Relations from Old Dominion University.

Joseph L Sussman ABET

Dr. Joseph L. Sussman is managing director for Accreditation and Chief Information Officer for ABET (formerly The Accreditation Board for Engineering and Technology), the recognized accreditor for college and university technical education programs in applied science, computing, engineering, and engineering technology worldwide.
Dr. Sussman leads ABET’s global accreditation operation and engages the organization’s volunteer leadership in tactical execution and strategic development of ABET’s accreditation practice.
Prior to joining ABET, Dr. Sussman spent 26 years as an engineer and business executive at Bayer AG, leading many of the company’s quality, manufacturing, and IT efforts. Most recently, Dr. Sussman was a Health Care Industry Specialist at Deloitte Consulting, where he worked with many prominent global clients.
In addition to his industry background, and prior to joining ABET staff, Dr. Sussman served ABET for 24 years in nearly every volunteer capacity, including Program Evaluator for mechanical engineering programs, Chair of the Engineering Accreditation Commission, Representative Director from ASME on the ABET Board of Directors, and as ABET President for 2008-2009.
Dr. Sussman was inducted as an ABET Fellow in 2002 after having played a pivotal role in implementing the ground-breaking Engineering Criteria 2000. In 2011 the ASME Board of Governors elected Dr. Sussman an ASME fellow for his contributions to quality in engineering education.
Dr. Sussman earned his baccalaureate, master’s, and doctoral degrees in Mechanical Engineering from Columbia University.

Abstract

ABET’s Global EngagementAs the recognized accreditor for applied science, computing, engineering, and engineeringtechnology programs in the United States (US), ABET has a long history of ensuring quality inengineering education. Although the majority of ABET’s accreditation activities are based in theU.S., the increase of globalization in the last decade has resulted in the expansion ofaccreditation services beyond the US border. Accreditation of educational programs, however,is not the only means by which ABET promotes and contributes to the advancement of technicaleducation worldwide. ABET has been engaged in mutual recognition agreements (MRAs) andmemoranda of understanding (MOUs) with quality assurance organizations outside the US forseveral decades. ABET also provides professional services such as Program AssessmentWorkshops, the Institute of Development of Excellence in Assessment Leadership, and seminarson accreditation at the request of its international constituencies. These global initiatives supportABET’s vision of being the “recognized worldwide leader in assuring quality and stimulatinginnovation in applied science, computing, engineering, and engineering technology education.”In October 2006, the ABET Board of Directors approved ABET accreditation of programsoutside the US. ABET has since accredited 324 programs at 64 institutions in 23 countries, notincluding the US. The same accreditation criteria and procedures are used to accredit programswithin and outside the US.ABET is currently engaged in four MRAs for the areas of engineering, engineering technology,and computing. MRAs recognize the substantial equivalence of accreditation systems, thereforealso recognizing the substantial equivalence of programs accredited by those systems. Graduatesfrom these accredited programs are considered to have met the appropriate graduate attributesand are prepared to being practice in the profession. This paper will focus on the WashingtonAccord, the multi-lateral MRA among accrediting bodies responsible for accrediting engineeringdegree programs.MOUs that ABET signs with quality assurance organizations outside the US are intended tofacilitate collaboration on matters relating to accreditation of technical programs. Through theseMOUs, ABET assists in the development of accreditation systems in various ways, depending onthe specific needs of the organization.This paper will discuss in further detail ABET’s global endeavors, with an emphasis on theaccreditation of programs outside the US and the Washington Accord, and how these activitiescontribute to the quality improvement of engineering education.COORDINATING NOTE:This abstract is submitted at the specific invitation and request of Mark Killgore, a coordinator of theASCE Liaison Committee’s program for the CE Division of ASEE in 2013.
