Vasily Ivanov graduated from Kazan State Chemical and Technological Institute (today Kazan National Research Technological University, KNRTU) in 1976. He continued his research and obtained a PhD in Engineering in 1986. At the same time, he held the administrative positions in the regional system of education management. He received the position of the First Vice-Rector of KNRTU for Academic Affairs in 1989, which he has held since then. He received the degree of Doctor of Science in Education for his dissertation “Designing the Contents of Professional Pedagogical Training for Faculty of Technical Universities” in 1996.
Professor Ivanov enhanced the development of engineering pedagogy at KNRTU as a separate subject and a research discipline. He investigates the problems of engineering pedagogy in the following areas: continuing psychological and pedagogical education in an engineering university; teaching methods for engineering disciplines in an engineering university; innovative engineering education; continuing professional development programs.
Vasily Ivanov chairs the Academic Council for Defense of PhD and Doctorate Thesis in Engineering Pedagogy at KNRTU for degrees in “Theory and Methods of Teaching Chemistry in Schools and Universities” and “Theory and Methods of Professional Education”. Under his supervision, 11 PhD dissertations and 3 doctorate dissertations in engineering pedagogy were defended.
Since 2012, Vasily Ivanov has been a member of American Society for Engineering Education, and has participated in ASEE Annual Conferences and International Forums.
Professor Ivanov has been an active member of IGIP Russian Monitoring Committee since the day of its foundation in 1995. Under his leadership, in 1997, a Center of Engineering Pedagogy was founded at KNRTU with an accredited European Engineering Educator program. He was the key driver of the 42d IGIP International Conference “Global Challenges in Engineering Education” held in Kazan. in 2013
Vasily Ivanov has published over 400 research and methodology works, including 20 monographs, 38 textbooks and study guides, 92 papers in the leading peer-reviewed journals, 35 papers in international journals.

Svetlana Vasilievna Barabanova Kazan National Research Technological University

Professor Svetlana Barabanova was born in Kazan, Russian Federation. In 1983 she graduated from the Faculty of Law of Kazan State University named after V.I. Ulianov-Lenin. She finished her University course with honors and qualification of lawyer. Svetlana continued her training and received her PhD in Legal Science in 1996. After training on postdoctoral program of Ural State Law Academy and internship in HULT Business school in Boston she became a doctor of Legal Science in 2009. Her research interests centered on education law, legal status of professors and students, defense for their rights and academic freedom. During last 10 years she is interested in problems of engineering education too and has also investigated forms and methods of additional education for engineers.
She has been working over twenty five years at Kazan National Research Technological University, most recently as a Full Professor at the Department of Law and a Vice-Director at the Institute of Additional Professional Education.
Prof. Barabanova is Honorable Higher Education Employee. She is the recipient of the medal "In Commemoration of the 1000th Anniversary of Kazan".
She is renowned as Certified Expert of the Federal Agency of Supervision in Education and Science. Prof. Barabanova is also an educator and advisor on protection of rights and legal interests of educational process parties.
She has authored numerous scientific papers and lectured at many scientific conferences.
Svetlana is the author and co-author of over 170 publications including monographs, journal articles and study guides.

Abstract

Quality Specialists Training in the Context of Technical Regulation System Formation Knowledge in the field of quality is becoming an essential condition of successfulfunctioning of any organization. Quality is the main factor forming competitiveness of products,companies and regions in modern conditions of integration into the world space and Russia'sWTO accession. However, the unbalance of existing educational services and requirements forquality and content of education on the part of labour market is characteristic of modern Russianeducation. Educational programs hardly ever satisfy actual needs of enterprises. The majorproblem is that of scarcity or, more often, lack of specialists which are capable of completing thetasks of technical quality and safety regulation of products in accordance to the requirements ofinternational agreements and obligations of the Russian Federation. A modern qualified specialist has to have a clear idea of interrelation between technicalregulations and standards, be able to find the standard or regulation necessary for their work,know the difference between national, interstate and international standards, be competent interms of correlation confirmation and estimation, tests administration and quality management aswell as accreditation, control and supervision. Understanding the fact that it is impossible toexpand into a new market and keep the old one without such specialists led to the creation of aposition “Technical Regulation Specialist” (in some organizations). The article analyses trainingquality of specialists to meet the requirements of employers. Kazan National Research Technological University offered its own problem solution tothe enterprises whose specialists graduated from the University many years ago and have a littleknowledge in this continuously varied field. The program called “Research and AcademicsCluster of Kazan National Research Technological University for 2012-2014” was accepted inthe University. The main task is to modernize the professional education system in order to meetthe challenges of Human Resourcing and innovative development of the petrochemical complexof the Tatarstan Republic. KNRTU offers various programs of advanced training formanagement and key personnel that get an idea of the wide range of quality managementaspects. Minor degree program called “The Russian System of Technical Regulation in thecontext of the Common Economic Space Formation in the Customs Union and World TradeOrganization” is of special interest. This program contains the section “Technical Regulation andthe World Trade Organization” in which students learn how to use technical regulations andstandards, and how different countries use unrated regulatory methods of international economicactivity within the World Trade Organization. Moreover, the WTO Agreement on technicalbarriers, sanitary and phytosanitary measures in trade is considered in detail. Such a program canbe useful for the enterprises which have a desire to expand into the international markets, as wellas those who are faced with increased competition in the domestic market due to the opening ofthe Russian market after Russia's WTO accession. The important role of this program lies in the fact that professors take part in it not onlyas lecturers, but also as students. Afterwards it allows training courses for engineering andhumanitarian students to be diversified and updated. Thus, the creation of technical regulation and standardization system balanced with theinternational and regional (European) ones and innovative technologies are the key factors ofRussian economy competitiveness. All this is impossible without qualified employees constantlyenhancing their knowledge.
