Sylvia Jons is a Global Programs and Fellowships Lead on the Higher Education Initiatives team at IIE and also serves as a Manager in IIE’s Center for International Partnerships. Sylvia leads global STEM and Engineering Education Programs including IIE's Global E3 Consortium and the IIE-GIRE (Graduate International Research Experiences) Fellowship. She also oversees IIE’s Centennial Fellowship and other initiatives and projects in the higher education space. At IIE, Sylvia has developed a career working in various roles throughout the institute. She has worked on IIE’s Generation Study Abroad initiative, on the Fulbright Program, the Brazilian Scientific Mobility Program and on two private STEM programs within the U.S. Student Programs Division. Prior to joining IIE in 2012, Sylvia worked at the University of Nebraska on a system-wide Internationalization plan. Sylvia has a Master’s degree in Higher Education Administration with a focus on Internationalization. She studied abroad at Korea University and extended her stay in Korea working with the Asian Pacific Association of International Education. She completed a Bachelor of Arts in Advertising with an emphasis in Public Relations from the University of Nebraska-Lincoln.

Edward Randolph Collins Jr. P.E. Clemson University

Randy Collins is a Professor of Electrical and Computer Engineering at Clemson University. He has served in a variety of leadership roles at Clemson, including Associate Dean for Undergraduate and International Studies in the College of Engineering and Science, Interim Associate Vice President, and Executive Director. Dr. Collins earned the BS in Electrical Engineering from North Carolina State University and a PhD in Electrical Engineering from the Georgia Institute of Technology. He is a licensed professional engineer (PE) in South Carolina and a Senior Member of the IEEE. His technical research interests lie in the areas of electrical power and energy. He has three prize paper awards, three US patents related to electrical energy, and has won several teaching awards. He is currently serving as chair of the Executive Committee of the IIE Global Engineering Education Exchange (Global E3) consortium. In 2012, Collins was selected as an American Council on Education (ACE) Fellow, and in 2013-2014 was selected to serve as a Provost Fellow at Clemson.

Abstract

This paper discusses the impact of COVID-19 on study abroad, providing historical pandemic-related global student mobility data, while highlighting one engineering consortium program as an example of an innovative, pandemic-resilient, and cost-effective international engineering partnership model. The paper presents findings from the Institute of International Education's COVID-19 Impact Survey which examined the effect of COVID-19 on international student mobility, and the measures that U.S. higher education institutions are taking during this unprecedented time. This paper will present data specific to engineering students and mobility at U.S. institutions where possible.
