However, an aginginfrastructure demands that practicing engineers have the skills to design economical and effectiveretrofits. This is evidenced by the American Society of Civil Engineers, ASCE 2017 InfrastructureReport Card1, which reports America’s cumulative infrastructure grade point average at a D+.With this in mind, a capstone senior project was created for a team of six undergraduate studentsat California State Polytechnic University, Pomona.
