this transition to the Ph.D., we developed and researched the Rising Doctoral Institute (RDI). The RDI is a four-day summer workshop for incoming doctoral students who identify as underrepresented in engineering and intend to begin graduate school in the Fall semester. by the Purdue UniversityCalumet (PUC) Office of Planning and Institutional Research, the retention rate of first time, fulltime students, who began in Fall 2005 in the School of Engineering, Mathematics and Sciencewas 44.8%. This is in line with a previous study by the Departments of Engineering whichindicated that approximately 50% of freshman engineering students do not pass to thesophomore year of study. The results also showed that the retention rate for the School ofTechnology was 56.8%. Furthermore, the graduation rate for minorities needed to be increased.For example, out of 34 baccalaureate degrees issued in Engineering fields during the 2005-2006academic year, there were only five minority students - two African American, two

Strategic Plan indicates that the United States needs make STEMeducation a priority. To achieve that goal, the Department of Education has committed $4.3billion to encourage states to develop “comprehensive strategies to improve achievement andprovide rigorous curricula in STEM subjects; partner with local STEM institutions, businesses,and museums; and broaden participation of women and girls and other groups underrepresentedin STEM fields.” The report also cites the need make a “concerted and inclusive effort to ensurethat the STEM workforce is equipped with the skills and training needed to excel” so that theUnited States can maintain its historical preeminence in the STEM fields. 1

specialsignificance is the annual fundraising banquet (discussed later in the qualitative results section),which was initiated by the chartering chapter in order to raise money for an endowed scholarshipspecifically for NSBE students. The banquet is planned and coordinated by the students, andtypically draws corporate sponsors and campus participation and publicity. The size of thebanquet has varied over time, but has reached over 100 attendees on multiple occasions. SDGs “… seek tobuild on the [previous] Millennium Development Goals and complete what they did not achieve(United Nations General Assembly 2015).” In launching the SDGs in 2015, the GeneralAssembly of the United Nations “recognize[s] that eradicating poverty in all its forms anddimensions (including extreme poverty) is the greatest global challenge and an indispensablerequirement for sustainable development (United Nations General Assembly 2015).” To thatend, the SDGs represent “a plan of action for people, planet, and prosperity,” which in additionto peace and partnership, define the five “P’s” of the mission of the SDGs. with the lowest scores on “academic facilities” and “strength ofeducation” also had the lowest “academic achievement” scores- the connection was notconclusive. For example, a low MGPA score could be the result of the grading practicesin a particular department and have little to do with the other departmental characteristics. He is currently a NASA Administrator’s Fellow, Cohort 10. He has served as Chairman of the Department of Civil Engineering for more than sixteen (16) years and as Interim Dean of the School of Engineering and Technology from 1990 to 1992. Dr. Liaw has been heavily involved in Computational Fluid Dynamics (CFD) for many years. He has planned, directed, and executed more than ten research projects at Alabama A&M University
