HBCUs arecredited with graduating 18% of all Black science, technology, engineering, and mathematics(STEM) baccalaureate students [7], in spite of making up only 3% of higher education'sinstitutions [6], having smaller operational budgets than most Historically White Institutions(HWIS) [5], and having markedly smaller enrollments [5].
