the same effect as the proposed wording. But by arbitrarily excluding the concept ofsustainable development from the Code, the ASEE Board took a step backwards in the evolutionof contemporary engineering codes of ethics and missed an opportunity to underscore itsleadership role in the area of sustainable development that dates to 1999. Indeed, The Code iscurrently listed as only one of four “ASEE Board of Directors Statements” along with statementson Engineering Ethics Education, Diversity, and the aforementioned Statement on SustainableDevelopment Education. The removal of sustainable development from the code may seem like a mere matter ofbureaucratic consensus, with all the original potential for student engagements with
necessary forany apparent decrease in structural racism. Derrick Bell argued that the gains made by AfricanAmericans during the Civil Rights Movement [11] only came about because the interests ofAfrican Americans converged with the self-interests of Whites in that White elite groups neededa breakthrough for African Americans for the sake of global appearances and competition [12].In the end, however, he argued there were minimal to null gains in education after the Brown v.Board of Education decision because the decision also led to many schools closing and Blackadministrators and teachers being dismissed, which produced limited access to high-qualityschool curricula for many people of color [11].The third tenet is the social construction of race

visibility within ASEE. One idea thatemerged at the 1961 ESLC roundtable in Lexington, Kentucky was to publish a regular columnin ASEE’s flagship journal, the Journal of Engineering Education (JEE). During the ESLCbusiness meeting, John McGowan reported that the JEE editor, John Bryant, had tentativelyagreed to provide space and assistance if ESLC provided the content. At the time, McGowan wasa member of JEE’s editorial board and probably lobbied Bryant about the idea before bringing itto the ESLC. Bryant had been appointed JEE editor in 1958, probably due to his experience asassistant editor at the Engineering Experiment Station at the University of Illinois. After a briefdiscussion, it was decided that the column should highlight recent books and

Scaffolding Reading and Notetaking in a Digital AgeAbstractInnovative engineers depend on technical reading as a primary means of lifelong learning.Several scaffolded course activities encourage the practice of reading and notetaking in acollaborative learning environment. In lower-level courses, students receive brief instruction inHow to Read a Book[1], Cornell notes[2], and Sketchnoting[3]. Student Note assignmentsrequire students to take hand-written notes while reading the textbook and post a picture of theirreading and class notes to an online discussion board. In later courses, students, well trained inthe Student Notes

undergraduate students. The engineering professors delved even further intothe energy policy process by participating in the governing board of the largest electric utility inPuerto Rico and as advisors to the Governor. Policy actions from engineering professors andstudents played an important role in the passing of a comprehensive electric sector reform inMay 2014. The paper also presents university education efforts (supported by a DOE grant) thatprovide the electricity sector workforce and stakeholders with tools and knowledge needed toimplement the reform mandated by law. The paper concludes with assessment results from a newcourse created once the professors returned to UPRM, a reflection on the background requiredfor effective energy policymaking

The following is a brief outline of this history. 1940s: President Roosevelt signed an order making discrimination illegal in defense contracting. 1954: The U.S. Supreme Court ruled in Brown v. Board of Education that “separate but equal” facilities on the basis of race were unconstitutionally discriminatory. 1964: Congress passed the Civil Rights Act of 1964 prohibiting discrimination based on race, sex, national origin and religion in employment and education. 1965: President Lyndon Johnson signed an executive order requiring federal contractors to undertake affirmative action to increase the number of
