Ming LI is a postdoctor at the Institute of Education, Tsinghua University, Beijing, PRC. He received B.A. in Qingdao Agricultural University, M.Ed. in Shandong Normal University, and Doctor of Management in Beihang University. From March 2013 to June 2013, he studied in School of Engineering Education at Purdue University as a visiting scholar. He is interested in higher education administration as well as engineering education. Now his research interest focuses on the quality assurance in higher education, particularly quality assurance in engineering education.

Qing Lei is a professor and the Director of Institute of Higher Education at Beihang University (BUAA), Beijing, China. He has conducted research as a senior visiting scholar in the School of Education at Indiana University in 2002 and in the School of Engineering Education at Purdue University in 2014. From 1990 to 1995, he was the Associate Director of the Dean’s Office, BUAA. He received his Ph.D. in 2003, M.Ed. in 1990, and B.Eng. in 1986 from BUAA. His primary social affiliations include the Director of Chinese Academy of Engineering-BUAA Research Center for Engineering Education. He also served as the member of the executive committee for International Federation of Engineering Education Societies (IFEES) from 2006 to 2008.

Abstract

Improving the quality of engineering education has become the worldwide common interest of higher learning institutions, industry and business sectors. Currently, the quality assurance system of engineering education in China has been initially established under the guidance of government. Chinese higher learning institutions have begun to explore the approaches of quality assurance in engineering education both at the theoretical and practical levels. Despite of some differences in educational system, the excellent practice of quality assurance in engineering education within American higher learning institutions is able to provide references for Chinese peers. Thus, it requires a comprehensive analysis of the mechanisms of quality assurance in engineering education within American higher learning institutions. The paper focuses on the quality assurance practice which promotes continuous quality improvement of engineering and technical talents, makes an in-depth analysis of the mechanisms of quality assurance in engineering education within American higher learning institutions, and analyzes the characteristics of quality assurance mechanisms of engineering education, via reviewing research literature, interpreting the self-assessment reports and interviewing the internal stakeholders. The paper also analyzes the practice of quality assurance in engineering education with scientific and critical spirit, discusses its weaknesses and problems, and further depicts its development tendency. Finally, the paper analyzes the practices and problems of the quality assurance in engineering education in China, discusses the construction of the quality assurance mechanisms of engineering education, and proposes some recommendations of the mechanisms construction of quality assurance in engineering education based on the specific national circumstances. In summary, the theoretical innovation of this paper is to conduct an in-depth research on quality assurance in engineering education from the perspective of higher learning institute, under the realistic background of program accreditation, and to conclude with a discussion of quality assurance approaches and mechanisms in cross-national, comparative perspective, with particular focus on U.S. and Chinese contexts of engineering education.
