percentage of gross domestic product (GDP) is poised to surpass thatof the U.S. by 2030 (CRS, 2018). To secure the United States' position as a global leader inresearch and development, the National Science Foundation (NSF) initiated the Small BusinessPostdoctoral Research Diversity Fellowship (SBPRDF) program. Subsequently, it introduced theInnovative Postdoctoral Entrepreneurial Research Fellowship (IPERF) program. With the establishment of the IPERF program in 2018, the American Society for EngineeringEducation (ASEE) was able to attract 90 high-quality postdocs into the IPERF program duringthe 2019-2023 program years. Of these 90 postdocs, over 70% were from groups historicallyunderrepresented in STEM. The ASEE’s IPERF project has so far resulted

an overall issue that needs to be dealt with. Some of these NSF entitiesare the National Center for Next Generation Manufacturing, the Micro-Nano TechnologyEducation National Center, the BEST Center, and The Future of Work and CORD [16-19].These groups are all struggling with this issue to one extent or another, most likely from a lack ofexpertise about the topic themselves.Additionally, the American Society of Engineering Education (ASEE) has been involved with afairly, long-term major initiate concerning Industry 4.0 (i.e, ASEE Industry 4.0) [20]. However, that effort became dominated by four-year college faculty and really had very little input fromtwo-year faculty or relevance to the two-year college technology education mission in the

of2017, NNS and ODU started meeting to discuss and develop a plan to offer NNS employees asix-course certification program covering engineering systems and industrial engineering withconnectivity to engineering technology topics as well. This industry-university partnership waskey to jointly developing the course contents for this certification program to be offered throughthe ODU School of Continuing Education. For the next few years, the plan matured and becamea reality. The first course of the program was offered on March 21, 2019, to a cohort of twenty-nine students. After the successful completion of the first cohort of students through the sixcourses of the program, ODU awarded Engineering Systems and Industrial EngineeringCertifications

manufacturing industry is currently a $16 billion industry and is expected to grow to $40,8 billion by 2024 [10]. The growing demands in additive manufacturing in industry require more trained individuals with this knowledge, skill sets, and competencies in 3D printing-related processes.b. The global battery management systems (BMS) market size is estimated to grow from USD $5.2 billion in 2019 to USD $12.6 billion by 2024, at a CAGR of 19.5% based on markets and market statistics. The growth of this market is expected to be driven by the upward trend in electric vehicles, escalating the requirements for battery monitoring in renewable energy systems, as well as for effective electric grid management. c.
