Although some commercialoperators have already demonstrated completely autonomous UAV operations, in rural settings,this may represent too much of a jump in the operational use of technology in urban areas withoutfirst proving their safety and reliability. This paper proposes a gradual, controlled evolution ofUAV operations beyond line-of-sight by applying risk management principles, to assess proposedrisk mitigation procedures that are designed to provide an equivalent level of safety.
