This initial version ofthe policy stated that the Society “supports the concept of the master’s degree as the FirstProfessional Degree for the practice of civil engineering at the professional level.”1 Chargedwith implementing Policy Statement 465, the ASCE Committee on Academic Prerequisites forProfessional Practice (CAP3) began by analyzing the three fundamental characteristics of aprofession—an ethic of service, a professional organization, and a specialized body ofknowledge.2 The committee’s analysis of the civil engineering profession suggested that onlythe first two of these three characteristics had been adequately defined.
